When I turn it on it go to a screen that does a countdown from almost 25 seconds down to 0. It say please start from last particular configuration that worked, it then go to a blue screen and is frozen similar to that

that blue screen is call the blue screen of release or BSOD.
that means theres a haphazard even wiping your computer will not fix the problem because a peice of hardware go bad. Contact your computer manufactior for a hardware replacement or turn to your local computer repair shop. You can also try googling the error code that the BSOD give you
If you hold recovery disks use those. Reinstalling your operating system should work. Or you could filch it in to a repair shop / where on earth ever you bought it and ask them to fix it.
You will want to reformat.

You are using an older computer. You want a system disc, if you want to start over. Buy what your computer can handle, but you must own a disc. When it ask to delete the particians, you tell it delete, that will format your harddrive.
